What do all the placeholders in the Solomon IV 4.x data source template mean?

When we click on tools there is no system set-up as a possibility in this menu, nor anywhere we have looked.....We are using TNTMPD.Dataserver 1.0.44

You must be a member of the roles: "Security Admin" or "Database Setup".
