it is recommended that you:

• Upgrade to Microsoft Internet Explorer 5.5 or newer. 
• If you still have problems after upgrading Internet Explorer, you may need to acquire a new Digital ID.

To check the encryption rate, in Internet Explorer, under the "Help" menu, click on "About".  You should see the "Cipher Strength".  128-bit or higher is recommended for strong encryption strength.
